This is simply an alternative base for the adjustable laptop stand at https://www.thingiverse.com/thing:6656715 . It is designed to be used with the vertical supports from that design. The original design didn't leave enough room to insert my wife's laptop vertically so I created a base that allows for a lot more adjustment.
You insert 4 M3 nuts in the slots and then insert M3x8 bolts into the original vertical stands to connect to the screws. I had to squeeze the base to stop the nuts from spinning at times but it seemed to work well enough.
