This is part of the enemies token series: Fire elementals, magma beasts, lava creatures, etc.
But sometimes, a plain regular fire can be as much as a threat as an enemy. For example a fire threatening valuable books and scrolls in a wizards' library could require as much attention as taking care of the arsonist (who can be the PCs themselves). At any rate, if the PCs need to spend time extinguishing something while fighting off bad guys, this is where these tokens can come handy.
The token can be flipped on the other side when the fire creature is weakening or below a certain HP (e.g. 50%) to give a rough idea to the players about how much work need to be done to extinguish a fire or how much damage the creature can still take without revealing its exact HP. It also helps to better visualize the combat if for example, some NPCs need help or if they appear to be able to hold the line. Note that a fire often starts weak but will gain strength if lefts on its own.
