The file 'V-Block Drilling Guide For Drilling In Round Bars 3D Printer Model' is (stl) file type, size is 42.8KB.
So this is multiple piece version of a V-block, that's used for drilling holes through a bar or a pipe, that's maximum diameter of 32mm.
On the clamp, there should be inserted 2x M5 knurled brass nuts in smaller holes, to hold down the piece. Middle large hole is for different drill bit inserts, I included sizes: 2mm, 3mm, 4mm, 5mm, 6mm, 8mm and 10mm. Can be modeled into larger/smaller or even mid dimensions easily. Or just print 2mm versions and re-drill them to the size you need.
Just add 2 M5 screws later to clamp down the bar/pipe into holder, doesnt matter the type or lenght, but I'd prefer maximum of 45mm drill bit with hex head (or knurled, if you're gonna screw them by hand).
Use low head screws if possible (because of drill bit lenght).
