At the original size it can be printed at 2 walls with a 0.4 mm extruder, it will use very little material due to this.
If scaling I highly recommend doing it in integer values [2x,3x,4x...] so the walls are calculated by your slicer in straight lines with no infills. In case this isn't the case, check for your extrusion width so it matches the wall tickness, some software will have the value to auto and print at odd values like 0.46 or so, try to keep it in 0.4 if possible.
Also, the internal walls in the drawers themselves are 1 printer wall thick, so they should also print at 0.4mm at a single pass per layer.
For reducing the print time to the maximum possible you can also reduce the number of top and bottom layers, ideally 1 for bottom and 2 for top layer. Then a decent infill, in the neighborhood of 20-30%.
