Here I give you the Evans Popper, named for a chap named Michael Evans (it's a long story). It's your normal everyday topwater popper, but it's got a couple of gill hole things that ought to leave a bubble trail when popped.
Print it out at 0.2 and 55% infill. If you want to, drop in a few small plastic beads in the dorsal cavity while it's printing. It might give it a slight rattle, while not upsetting the balance of the lure. The rest is obvious: wire, paint, eyes, clear coat (optional), and hooks.
Consider posting a make if you do make one.
Update 17/02/2020:
Uploaded an updated lure body. There's a little less material in the belly, so it should float a bit higher in the water. Best when printed at 30% infill.
