I saw this swirly bokeh filter online and replicated it. The results really speak for themselves. The swirly bokeh effect was common with old lenses due to how they were manufactured. It is very popular today among portrait photographers and getting it often involves purchasing these special lenses for a lot of money.
The filter screws onto any 52mm filter thread and it works best with wide aperture lenses.
