Summary

This is a pole mount system for the Gen 3 Starlink dish for mounting it on a ~1-5/8" pole tip such as the Harbor Freight telescoping flag pole.

Some assembly required.
Place the "swivel_pole_1" part flush into the hole of the "Starlink_Mount_Plate" from the print bed side as illustrated and "weld" it in place using a solvent for plastics, such as Weld-On #3, you may have luck with other glues like Cyanoacrylate but this stuff joins the plastics by melting them together and the joint is stronger than the print itself.
Then merge the "fingers" of the two pole parts into each other to align the hinge pin holes.

Once assembled as pictured, I used a 2.5" 1/4"- 20 stainless bolt with fender washers and a wing nut to secure the pivot angle and function as a hinge pin.
The fit is pretty snug between the upper/lower pole parts so the bolt only needs a little snugging to lock it from tilting (don't crush the plastic!)

Now to place the "cup" of the mount onto the tip of the flag pole (after removing the plastic ball from the tip of the flag pole) and mark and drill a 5/16" hole where the holes are in the cup of the mount so you can secure the assembly to the pole using trailer coupler pin.

I used an infill density of 25% and a rectilinear pattern on the large flat and 100% infill on the parts that make up the pivot/hinge printed oriented as shown.

Supports are required for "Swivel_Pole_2" AND the "Starlink_Mount_Plate", and from the build plate only.
For supports on the Swivel_Pole_2 I used 10% infill ratio and Pillar/Grid supports, as they are pretty tall and would eat up a lot of material otherwise. For the Starlink_Mount_Plate I used standard supports.

I used PETG, I wouldn't recommend PLA from a strength perspective.. ABS would work as well.

Update: I added a mount segment to accommodate a 20mm photo equipment "Background stand" - not compatible with the trailer coupler pin above, so possibly a 5/32 bolt would work. The V2 version is 1mm tighter on the pole.. in case that fits better.
