This is a split flap display with 16 flaps and 3D printable numbers.
The only things you additionally need are: A cheap 28BYJ-48 stepper motor and some short and long M3 bolts with hex nuts. And, if you want to control the motor, of course a microcontroller and a driver for the motor. If you want to make things easier, add a magnet with hall effect sensor.
