This is a rough design I made to store perfume samples the holes are the size of a standard sample bottle with a 12mm diameter. you will need a standard 22mm 608 ball bearing which should press fit into the base hole, the depth of the hole is 6mm so with a 7mm wide bearing you'll have a 1mm gap between the base and top to avoid friction. the top part is also a press fit into the center of the bearing but you can use superglue on the sides of the shaft to ensure it does not come loose and the same for the base.
