A simple brooch from Season 1's Sailor Moon. You'll need to source the Pumpkin Masters 'Xtreme Strobe' multicolored flashing LED light to fit inside the housing (or just make your own with 4 LEDs). This one cost about a couple bucks at a dollar store (the irony?).

Just add a fastener to the back and slap it onto your Sailor Moon costume and you're in business.
