Based on Legolor's Earth Litophane Lamp 8" cut file (https://www.thingiverse.com/thing:4578198), added a bottom ring and put all together on rotating base.
I use spare 6V DC motor with reductor, fixed on base at position where 'gear' part (mounted on reductor's shaft - cca. 100 RPM) drives 'base_rotor' part. Any low speed motor can be used as long it fits inside base. Switch (20 mm) is used to turn motor on/off when power is applied, but just as an option - if you don't use it, motor will be turned on/off together with lamp. If you don't use switch just print 'base_upper_no_switch' part instead of 'base_upper'. Lamp socket is standard E14 (2.6 x 5.6 cm) with thread at bottom and I use E14 4.9W RGBW light bulb.
