A surface mount to accomodate a 1" Ram Ball attachment for holding a GPS or Phone on a motorbike. One my bike I have a flat aluminium plate dashboard so the bolts come through from below and the nuts are static. If you're using a u-bolt handlebar mount you may need to insert washers to allow the nuts to be tightened.
