This is a plug for car standard cigarette lighter. Some cars, like certain models of VW and SKODA, have a constant power at the lighter. So it is nice to plug it to avoid a shock or a blown fuse.
Other cars it is still useful to plug it as dust and hair gets into the lighter hole - and then blown fuse or malfunction, happened to me also.
Anyway, plug it and use it at your risk assesment only. This is not an original part for your car.
