This is a 3D printed slot for the PlayStation 2 memory card.
It is designed to make it easy to connect standard 0.1" prototyping male-male/female-male "jumper wires" to the memory card. The other ends may be connected to any device that supports bit-banging digital I/O or SPI: Bus Pirate, Arduino, Raspberry Pi, etc.
The actual programming of the host device to make it interface with the memory card is an exercise left to the reader.
