This is the center wheel for the bottom drawer of a pedestal drawer of this particular design. The center wheel is meant to give support to the bottom drawer and also prevent the pedestal from tipping over if the bottom drawer is pulled out. I have seen multiple versions of this center wheel and they are the first ones to go as they are the ones in contact with the floor and bearing the weight of the bottom drawer where people tend to store their larger stuff.
This version of the center wheel has 2 screw holes (43.5 mm apart from center) and a caster wheel that is tucked into the bottom of the drawer thus the curved shape of the arms.
