This is a simple model I threw together to allow some AIO radiator fans to be offset slightly.
Generally speaking using these offsets of course will reduce the efficacy of the radiator TDP minimally.
If you have a tight build like I have dealt with, where the fans just don't quite fit without an offset, these offsets may help get things fitting, if that is more of a concern.
Since fitment was of a concern as parts were limited, I whipped these up and have been using these in both personal and refurbished systems. The systems have been running fine.

Hole for fan mounting screws are 5.25mm in depth, and should provide adequate support and thread coverage.
Warning: Do not use screws that are too long, otherwise you may damage some radiator fins. Use washers as necessary.
