This thing is a printable ratcheting pulley block, designed for 550lb Paracord (other 1/8 inch or ~3.0 mm rope will likely work too, but I have only tried paracord). It allows you to easily raise and lower a hanging object. To see exactly what this thing does, please watch this short video...
