This is a plunger style washer, with a mesh and breathing holes, to maximize potential for agitating dirt out of your clothes. Large bucket and broom handle not included! There is also a commercial version of this called "breathing mobile washer", but it seems to be sold out everywhere.
EDIT: Added Plunger V2 for a reinforced top, as my original one broke after multiple uses.

From my own experience, a little bit of dish soap and some washing soda is all you need. For extra cleaning, let it soak as well. Good instructional video (with a real plunger):
