This is single-cell LIR18650 holder allows you charge or test lithium cells with smart charger like IMAX family.
Other parts you need is a pair of banana-plugs, wires, M3 screws and nuts, and a spring for negative battery terminal (I've got one from broken toy from AA-battery bay).
