This is a Longworth Chuck. It works by centrifugal force to hold pieces on a wood lathe. There is a traditionally made one here http://bit.ly/1YpnUSK with better description of what they are used for. All of the fixings are M6 with the axel in the middle countersunk. This is the early stages, and I would eventually cover the cheese head machine screws with rubber, or find another fitting.
