I'd suggest you to print with a 0.15 layer height on a 0.4 nozzle.
I printed it with Sunlu White PLA+ on an Ender 3V2.
Also I reprinted it with Sunlu Gray PETG on a BambuLab A1 (First pictures).
Also I flipped the model, used a brim and tree structure supports (see third image).

It works on my Ocean Hookah Kaif S2 without any issues.
But I need to preface that this version is not optimal. I created this model in order to minimize the upshooting bubbles to prevent water in the hose (because I have a strong air draught).
I already have started a V2 which you can preview on onshape, but the total height exceeds the bowl currently.
In the future i will create a new thing here and edit this post after im done.
At last I need to also say: This might or should be a temporary solution, since afaik PLA shouldn't be used in water. PLA or PETG are generally food-safe, but need a coating to prevent bacteria from forming in the gaps. Look into PLA or PETG on the Prusa Knowledge Base website.
