The first AT-TE I found said it was articulated, but either they were lying or they forgot to upload half the pieces. The second AT-TE I found was more detailed than the first, but it had its own funny set of issues and still was not articulated. So, I took it upon myself to make one that was fully articulated via TinkerCad.
DISCLAIMER: This thing is a bit of a work in progress. My printing capabilities are a bit limited at the moment. Some stuff might print badly. Will take feedback and make adjustments!
