If you have a facet tap that is leaking, or is jammering (hammering due to resonance - closing and opening rapidly), it is likely that the nylon washer that sits behind the main brass arm that turns the ceramic 1/4 turn valve is worn out and likely broken. The only way you can know, is by taking the valve apart, which is a ten minute job. Isolate the tap at the stop cock. Remove the end cap to the tap and take off the handle, which is likely to be secured with a phillips screw. Get a tight fitting spanner (or socket wrench) and carefully remove the valve. Push out the seal and the two ceramic plates inside. Now remove the spring clip carefully - do it in the sink as it can fly off. Push the shaft out through the housing. You will see two rubber O-ring seals and the small 12x10.5x1mm nylon washer by the neck of the shaft. If the washer looks worn out (black and disformed), swap it out for the replacement washer and put some vaseline onto the seals and re-insert the shaft, valve body and silicone seal.
