My first design and print!
The positioning of the filament spool holder on the Ender 3 causes the filament to come down at an angle such that it rubs on the entrance to the extruder. This is a filament guide to help the filament enter the extruder at a better angle without rubbing and shaving off material.
The end cap fits VERY snugly. Depending on your printer, you may have adjust the scale up or down to get it to fit correctly on the guide arm. It's a small part so it shouldn't take long to print 2-3 of them at different scales.
