This is a donkey (mule) headpiece and hat. Kind of a fun and random accessory that should fit most 28mm miniatures' heads. It may be a loose fit but a little sticky tack should help with that.
There should be no need to rotate this model - just add the supports and then you're good.
I recommend using 0.08mm layer height on FDM to keep the details intact (0.08mm in the screenshot on the left and 0.2mm on the right). I haven't tried resin printing this but it should work with standard supports.
In the Curse of Strahd module in the town square of Vallaki there are people wearing these in stocks. Could be a fun gimmick if your party gets in trouble and then has to wear these OR decides they like blindfighting.
