This is a replacement part for the Express Office Furniture KB-8901B desk chair. The tilt lock mechanism on this chair is a stack of toothed metal plates that rotates to engage with a lip on the seat mount. The plates are attached to a two-part plastic plain bearing that's attached to the tilt lever via a linkage rod (see image).
The inner bearing piece carries a spring that allows some independent motion of the two bearing parts. This is prone to failure due to stress from the spring, so this model is a modified version with more reinforcement.
