I'm fairly experienced in SolidWorks, but new to OpenSCAD. I originally designed this for myself in SolidWorks, but I thought this design would benefit from being customizable, so I gave it a bash. Please let me know if there's anything I can change to improve my code! I cheated with the geometry and used an STL to OpenSCAD converter courtesy of Riham (thanks).
My original design used a free non-standard font (REGISTRATION PLATE UK.ttf) which I'm not sure is possible to embed. Any advice and feedback greatly appreciated!
Update 24/06/16: Added solidworks model. To customise in solidworks, create a 'New Derivied Configuration' using your text as the description. You may need to install a new font or tweak the size to suit.
