I'm very new to 3D modeling and Blender, so this is a rough design, but it worked for my costume.
I didn't want to see my hard work lost in a drawer, so I made a wall mount for it as well:

Puppet mechanics:
I tied fishing line to the hole in the jaw and ran it through the tunnel in the body and mount, then down my shirt to my pocket. I tied a bead to the end and gave it the ol' yank to make it "talk".
The little bump on the back side of the jaw presses a button placed in the short cube abscess inside the head to make it screech. I'd be happy to share my code or details of the electronic component I built if anyone's interested.

A fun little tidbit for free: It looks like a dildo bomb, but I went through several airports without being pulled aside for a check. Look at god.
