This is a cable tie based cable holder that is useful for securely holding the extruder/hotend cable in place so that it won't drag over the build plate (like the Ender 5 Plus does for example).
It mounts to any aluminum extrusion using a 8mm (or less) long M5 bolt and a T-Slot nut.
I recommend the following hardware for mounting:
After printing, secure in place but before doing this, hold the cable roughly in the position where you plan on securing it and make sure that the print head can move to all corners of the bed with no issue.
Following that, feed a cable tie through the channel, it should feed through easily (make sure you don't accidentally print supports inside the channel) and then secure the cable tightly.
