UPDATE:
I added a whole new model I made from scratch based on the old one and you can manipulate the parameters much easier and the whole model will update around the sketches as you move and stretch them! This one by default is a universal handlebar mount made for a smaller 23mm handlebar
I redid aylr's awesome handlebar mount to include two m4 screw holes at the top so it's even easier to design stuff to mount to it!

I changed around the design so that you can mount anything with 2 m4 screws to the flat side, the spacing is exactly 20mm for the standard, and 10mm for the "road bike" version (center of screw hole to center) and there is room for a couple of m4 nuts as well if desired, but the holes hold an m4 screw well already.
I also made the hinge an m3 screw size with a little hole for a nut as well and redid the mounting hole so that an m4 nut fits well in it (it was already perfectly m4 sized but the nut cutout was too loose for what I had on me)
