This is a bicycle hydraulic brake hose trimmer that makes 90-degree flush cuts with ease. It utilizes two bicycle chainring bolts and a standard utilty blade as hardware.

Alternativly, stop by your local bike shop and they will likley just hand you some as the industry is moving to direct mount chainrings.
You can also use this to make clean cuts on PTFE 3d printer bowden tubing without pinching the tube.
