Это специальная вставка для обладателей дисковых тормозов на велосипеде. При транспортировке со снятыми колесам необходимо ставить такой вкладыш в колодки, иначе при случайном нажатии на ручку тормоза без колеса можно попасть на полную переборку тормозов.
