Cookie Cutters inspired by Avatar The Last Air Bender elements.
Cutters are designed for a 1/4" (6mm) or more thick cookie dough. As the dough gets thinner the impression will be lighter. I used an adjustable rolling pin like this one:

The impressions can be filled with colored royal icing. The inverse can optionally be filled with white icing.
Use your favorite sugar cookie recipe. Fill a bowl with flour and shake the cutters in the flour to keep the dough from sticking.
