This is a 80mm PC fan bracket that can be installed in a computer to cool the card on the slot next to it.
Server PCIe cards generally don't have cooling fans because of the airflow in server cases, so when you put one in a normal PC case, they can easily overheat. I created this to cool my Avago / Broadcom / LSI 9211-8i SAS HBA, which gets very hot and doesn't have a fan.
