This is a bracket that allows you to clips a standard 80mm case fan onto a heatsink found on certain HP slot 1 CPUs. The pictured CPU is from a HP 187602-B21 kit.
Putting some vibration dampening material between the bracket and heatsink is recommended. I used some rubber flash from rubber furniture feet (the bit left over on the tape when you remove the feet from the tape).
