Summary

You should paint both the walls and windows fully before putting the windows in, since the frames on the windows are white. The tolerance for them is very small, so they may not go in if there's a bit of paint in the hole already.

You should add the windows before the base, otherwise you won't be able to reach in and get them in place. The alignment cube is a little loose in the hole at the top, and will probably require gluing. Once the base is on, attach the handle to the underside. This will probably require hitting it with a hammer. Be careful, because the windows will probably fall out when you do this unless you've glued them in place.

For painting, look up PBProp's video on Youtube where he shows how he paints his TARDIS models. It's very helpful and shows it all off step by step. I recommend using a dark blue color as a base for it all, then using a light blue wash in some areas, to replicate the effect seen in the few color photos of it. A black wash to dirty down the rest of it (including the windows) probably wouldn't hurt either.

Once you're satisfied with the washes, cut out the signs (the Saint John's Ambulance badge is tricky to cut out perfectly circular, and hard to align to the center of the panel) and use something like a gluestick to put them in place.
