I retrieve a lot of 18650 cells from old laptop batteries. In order to measure the internal resistance, I quickly connect the (fully charged) cell to a load and measure the voltage across the cell. This requires a four-wire resistance measurement.
These can be bought from eBay as a kit, I found the kit horrible though and not fast enough in use. I designed a new frame that is dedicated to 18650 cells only.
