This is a simple shim to allow 1 inch weight plates to fit on 20mm telescope mount counterweight shafts (specifically, I designed this for use with the Sky Watcher Star Adventurer GTi).
Since this is just a shim, the weight must sit on the end of the counterweight shaft, ideally sandwiched between the toe saver and another counterweight (otherwise the weight may shift when the mount passes the meridian). A third counterweight may be used to fine-tune balance.
2 of these should be printed, then tape should be applied to the shank to ensure fitment within the weight is snug. The load of the weight is on the shim itself, not the friction between the weight and shim, so this fit doesn't need to be super tight.
